LIVELY & SUCCESSFUL ANNUAL MEETING
Attorney General Eliot Spitzer delivered the keynote address at CNYC's March 9, 2000, Annual Meeting. He described the focus and the goals of his Office, particularly in regard to real estate matters, and gave frank answers to questions from the floor. Attorney General Spitzer had met with CNYC leaders early in his tenure and was well aware of CNYC's interest in persuading sponsors of low-sold buildings to "complete the conversion" by selling

sufficient units to ensure the viability of the cooperative or condominium. He also mentioned measures initiated by his office to require that sponsors cure dangerous and hazardous conditions prior to conversion. At the meeting, Department of Environmental Protection (DEP) consumer service representatives had computer ties to their headquarters and were able to help 23 buildings solve water billing problems. Deputy Commissioner Larry Schatt explained the State-imposed requirement that every City building install a water meter, and noted that those not in compliance will receive doubled frontage bills this summer. CNYC leaders presented updates on issues including: property tax equity (see page 4); fire safety (see page 10); lead paint hazard compliance; and monitoring management.
