The Action Committee for Reasonable Real Estate Taxes was formed in 1990 to strive for property tax fairness in New York City. It has helped bring awareness of disparities in the City’s tax structure and has helped to implement and extend an abatement program for home owners in cooperatives and condominiums, which was repeatedly extended in 2008 to run through June 30, 2012. At this meeting, certiorari attorney Eric Weiss will offer an analysis of the NYC assessments for the next fiscal year, which are published on January 15th; he will also remind participants of the process for protesting high assessments. The Action Committee will enlist the support of participants in its ongoing crusade for property tax fairness. There is no fee to attend Action Committee meetings, but reservations are advised. Boards often do not realize that shareholders, unit owners and occupants have substantial rights when their requests for an accommodation and/or modification are based upon a medical necessity. If the requests are not handled properly, a discrimination claim and/or a lawsuit could result. Attorney Marc H. Schneider will discuss procedures to follow when a shareholder, unit owner or occupant of an apartment requests a reasonable accommodation or a reasonable modification to their apartment or to the building based upon a medical necessity. The discussion will include analysis of the Fair Housing Act and all other relevant state and federal statutes, what to do when the request is first made, including what can be asked and what can not be asked of the person making the request; guidelines about when a request must be granted and when can a request be denied. CONDO START-UP : CHALLENGES FOR BOARDS AND UNIT OWNERS OF NEW CONDOMINIUMS

In the last few years, many new condominiums have been formed in New York City, the owners of which must now deal with organizing and operating complex real estate properties which is further complicated in those instances where the sponsor may be exercising control or has not complied with its obligations under the Offering Plan. These are either newly constructed or renovated buildings or converted rental properties, where the new unit owners do not know one another and often have little or no experience in operating a building. Add to this the shock of the economic crisis and the sponsor's shaky financial situation and unit owners are concerned about protecting their investment and homes. In this seminar , CNYC Board Chair Stuart M. Saft, Esq. will provide guidance to unit owners in new condominiums. The 3 hour seminar will discuss unit owner and Board priorities, obligations and responsibilities of the sponsor and the Board, and organizing the owners and the Board. Building treasurers are responsible for the financial health of their cooperatives and condominiums. This task has diverse ramifications – all are potential discussion topics at the Treasurers’ Workshop, offered at regular intervals by CNYC, and conducted this time by accountant Rick Montanye. This is not a ‘how-to’ presentation, but rather an opportunity for treasurers to ‘talk shop’ under the guidance of an expert. Questions brought by participants set the agenda. At midnight on April 20, 2010, the four-year contract expires with Local 32BJ of the Building Service Employees Union whose member work in many of the cooperatives and condominiums in our city. A good fait effort is in progress to negotiate a new contract that will deal fairly with our employees while remaining affordable to our members. But there have been occasions in the past when negotiations have broken down and building service employees went on strike. In this seminar, Howard Rothschild, Acting President and CEO of the Realty Advisory Board on Labor Relations Inc (the RAB) which negotiates this contract on our behalf, and RAB house counsel Peter Finn will explain the contract negotiation process and will offer pointers on preparing your building to cope if a strike should occur. There is no fee for representatives of CNYC member cooperatives and condominiums to attend this session including building supers and managers; others are welcome at a fee of $50 if paid in advance or $75 at the door. The Self Management series gives boards of small buildings the tools they need to run their buildings efficiently, and to use professionals and vendors to best advantage.
